Partnership Committees |

The Authority creates a Partnership Committee for each PPP project. Partnership Committees are responsible for selecting proponents and negotiating Partnership Contracts. |

Summary of Partnership Committee Functions:
|
|
To approve the procedures for request for qualifications, request for proposals, evaluation and selection for the Partnership;
|
|
To evaluate and pre-qualify contractors to participate as proponents;
|
|
To evaluate the submitted proposals and apply the evaluation criteria to select the best proposal(s);
|
|
To engage in or supervise the negotiation of Partnership Contracts;
|
|
To contract advisors, experts or consultants to assist in the Committee’s functions;
|
|
To oversee proper compliance with regulations and procedures during the negotiation and award of Partnership Contracts;
|
|
The Partnership Committee will be constituted by:
|
|
the President of the Government Development Bank or his/her delegate;
|
|
the officer of the partnering government entity with direct authority in the project or his/her delegate;
|
|
one (1) member of the Board of Directors of the partnering government entity or, in the case of government entities with no Board of Directors, the head of the given partnering government entity; and
|
|
two (2) officials from any government entity chosen by the PPPA Board of Directors for their knowledge and experience in the kind of project that is object of the Partnership under consideration. |
